ELIGIBILITY

  • Have been in operation with a physical office in Harris County or the Greater Houston Area for at least 2 years
  • Be the direct source of the goods and services represented in the bid.
  • Be in good standing and eligible to do business with Harris County, the City of Houston, and the State of Texas.

Bid Management System

The Harris County–Houston Sports Authority uses a Bid Management System to support the Buy Houston–By Houston program and manage procurement opportunities connected to major sporting events, including the FIFA World Cup 26™.

Vendors are encouraged to register in the system to be considered for current and future opportunities. While publicly available RFPs can be viewed without registering, registering allows vendors to request to participate in specific RFPs and submit proposals and required compliance documentation through a secure platform.

REGISTRATION

(remember, you have to re-register even if you registered previously using Buy Houston-By Houston- no matter how recent)

  • Step 1. Enter email and company name.
  • Step 2. Check the email account used for an email called Purchasing with login credentials and portal link.
  • Step 3. Click on the portal link, enter log in credentials – your email address and the password in the Purchasing email.
  • Step 4. Once in the system, fill in all required information.
  • Step 5. The profile with your information will load; scroll to the bottom to acknowledge the Code of Conduct and complete registration.
  • Step 6. Check back here frequently and regularly for FIFA Fan Festival RFPs and future Host Committee RFPs. These will be loaded in the system shortly after the date and time of this message.

SUBMIT A PROPOSAL

Once you see an RFP you want to submit a proposal to:

  • Step 1. If you were not invited to bid, you can request to bid, you will see that option. Click on it and the request will be sent to the RFP manager.
  • Step 2. If the RFP manager grants it, you will be able to submit a proposal. Reasons for denial may be e.g., if you have a food truck and it is a transportation RFP.
  • Step 3. If you are already invited or your request is granted, prepare your proposal and walk through the steps to submit. These steps will include required human rights and sustainability documents. Please answer the questions to the best of your knowledge; if you do not have a measure in place, it is OK to say no or NA. Upload any evidence of documents that support your answers; please use the listed naming conventions. 
  • Step 4. After this, you will be able to submit your proposal/response to the RFP. If you try and submit a proposal to an RFP and cannot upload your file, reduce your file size and try again. Acceptable file size is ~200 megabytes.
