ELIGIBILITY
- Have been in operation with a physical office in Harris County or the Greater Houston Area for at least 2 years
- Be the direct source of the goods and services represented in the bid.
- Be in good standing and eligible to do business with Harris County, the City of Houston, and the State of Texas.

Bid Management System
Vendors are encouraged to register in the system to be considered for current and future opportunities. While publicly available RFPs can be viewed without registering, registering allows vendors to request to participate in specific RFPs and submit proposals and required compliance documentation through a secure platform.
REGISTRATION
( If you haven’t registered in the Bid Management System already, you will need to register even if you previously registered using Buy Houston-By Houston, no matter how recent.)
- Step 1. Enter your email address and company name.
- Step 2. Enter the one-time verification code sent to your email to continue.
- Step 3. Complete all required registration fields.
- Step 4. At the final step, click on the Code of Conduct link, scroll to the bottom of the pop-up, select Acknowledge, close the window, complete any additional acknowledgements, and click Submit to finish registration.
- Step 5. After submitting, you will receive an email from Purchasing with your portal link and login credentials.
- Step 6. Log in using the credentials provided.
- Step 7. Visit the Open Bids page to view available procurement opportunities. Check back regularly, as new FIFA Fan Festival and Host Committee RFPs will be added on a rolling basis.
SUBMIT A PROPOSAL
Once you identify an RFP you want to respond to:
- Step 1. Log in and access the RFP from the Open Bids page or by selecting View Open RFPs from your dashboard. If not invited, select Request to Bid.
- Step 2. After approval, open the RFP from your dashboard and select Complete Pre-Qualification to Bid. Complete all required questions. If a question does not apply, you may answer “No” or “N/A.” Upload supporting documents using the listed naming conventions.
- Step 3. Return to the RFP and select Intent to Bid to unlock the remaining tabs.
- Step 4. Submit your proposal. If you upload issues occur, reduce file size and try again. Maximum file size is approximately 200 MB per document.
