Legal Notice for Invitation for Bid
The Harris County Houston Sports Authority (HCHSA) is issuing an Invitation for Bid (IFB) for the construction of surface parking lots. Proposals are due December 1, 2025 at 3:00 p.m. C/T, after which proposals will be opened publicly and read aloud at HCHSA offices located at 701 Avenida de las Americas, Suite 450, Houston, Texas 77010. The temporary email-related issue with the Bid Management System has been resolved. Vendors should now be able to register, reset passwords, and submit proposals to the below RFPs once signed in and pre-qualification is completed. Answers to submitted questions can be found in the announcements tab within each RFP.
 
Please note that proposals must still be submitted through the Bid Management System. We encourage you to submit proposals as soon as possible prior to the deadlines posted below. 
 

FOR FOOD & BEV INQUIRIES – please note as discussed at the 12/2 Supplier Session and in several follow up emails, both mass and individual  – a master Concessionaire has been selected, Levy Restaurants. Levy spoke to over 100 F&B providers after the session and reached out to the ones they wanted to further explore opportunities with. As of, 1/13/26, they have narrowed their list for FIFA Fan Festival based on those that had equipment and capability for large crowds.

If you are a F&B vendor and have not received a call back, make sure you did not miss an email or a voicemail from them. At this time Levy is in the final stages of evaluating F&B needs and are reaching out as necessary to those who may be able to fill those very limited spots.
